Washington D.C. – National Executive Vice President Jim Bailey will retire from NTEU on Dec. 31 following a distinguished 36-year career representing federal employees.
Longtime NTEU leader Doreen Greenwald was elected to replace Bailey and finish out the term of office that runs through the union’s 2023 convention.
“Jim is a brilliant lawyer, a tireless advocate and a skilled negotiator who helped guide and grow our union through his leadership and dedication to our members,” said NTEU National President Tony Reardon.
After working in NTEU’s Chicago, Oakland and Denver field offices, Bailey spent 14 years as Director of Field Operations, overseeing NTEU’s representational, organizing, membership and training programs and the union’s seven field offices. Bailey was elected National Executive Vice President in 2015 and continued to direct the Field Operations Department.
“Jim’s legacy will be as an expert in civil service law and collective bargaining who applied his considerable talents for the benefit of federal employees around the country: past, present and future,” Reardon said.
Greenwald is an experienced federal employee with a long career as a revenue officer at the IRS. She has spent the last year as Special Assistant to the National President, where she worked closely with Bailey and Reardon. Prior to joining the union’s national office, Greenwald was a leader at Chapter 1 (IRS Wisconsin), including 14 years as chapter president. She has served on multiple term bargaining teams and led NTEU’s ongoing COVID discussions for NTEU’s largest bargaining unit.
“Doreen’s perspective as a career civil servant is incredibly valuable as we continue to negotiate and enforce collective bargaining agreements across the federal sector and strive to give all federal employees a meaningful voice in the workplace,” Reardon said. “Her deep knowledge and vast experience as a federal employee and frontline leader will serve all NTEU members well.”
NTEU represents employees in 34 federal agencies and departments.
