The Partnership for Public Service released the results of its Public Service Viewpoint Survey (PSVS), revealing that the federal workforce is demoralized, intimidated by the administration’s political leaders and impeded from fulfilling its public service missions.
Key findings from the PSVS results include:

The 2025 government-wide Employee Engagement and Satisfaction Index Score is only 32 out of 100.

Only 7.5 percent of survey respondents agreed that political leaders generate high levels of motivation in the workforce.

36.5 percent of the federal workforce finds that their work unit provides worse quality services compared to the previous year.
Despite the upheavals and challenges faced over the past year, the federal workforce remains deeply committed to serving the public, with more than 95 percent of respondents saying it was important to them that their work contributes to the public good.
