Senators returned to Washington yesterday and again failed to pass two funding bills that would have reopened the federal government.
Republicans have proposed a continuing resolution (CR) that would fund the government through Nov. 21, while Democrats have proposed short-term funding through Oct. 31 with additional provisions including extending ACA tax credits and rolling back Medicaid cuts to address pending increases in healthcare costs; prohibiting the President from increasing, eliminating, or reducing funding for programs until enacted by Congress; and restricting termination and furloughs of employees.
On Friday, the Office of Management and Budget revised its shutdown FAQS to remove references to a 2019 law that President Trump signed, and NTEU fought for, guaranteeing all federal employees backpay once government funding has been restored. NTEU maintains that backpay is required by law. If the administration decides to act outside the law, we will be ready to fight it. We are monitoring these developments and are prepared to act to enforce the law should the administration attempt to withhold well-deserved backpay to federal employees.
The House has canceled all votes for this week, with no plans to return to Washington until Oct. 14.
