The package of operating rules passed by House Republicans at the start of the 119th Congress once again includes a legislative procedure allowing the House to reduce salaries for certain federal employees to as low as one dollar.
Known as the Holman Rule, it has the potential to unfairly target individual employees based on political or policy differences. If used, the action would require approval by the Senate to become law.
NTEU will be closely monitoring any instance where this tool can be used to harm the workforce, and work with our allies in Congress to fight it.
