With the threat of another government shutdown looming, legislation was introduced that would trigger an automatic continuing resolution if appropriations bills are not passed by the Oct. 1 start of each fiscal year.
The End Shutdowns Act, introduced by Sen. Tim Kaine (D-Va.) and Rep. Don Beyer (D-Va.), would also prevent the Senate from moving forward with non-emergency legislation until Congress reaches a long-term spending agreement.
