House Passes Continuing Resolution

Yesterday, the House passed a continuing resolution (CR) to fund agencies through Dec. 3 and suspend the debt limit through December 2022, but passage in the Senate is unlikely due to the inclusion of the debt limit provision.

Passing the continuing resolution would avoid a shutdown on Oct. 1, but Congress would still need to provide full-year funding for agencies or pass another CR by Dec. 3. To date, the House has passed 9 of the 12 appropriations bills, while the Senate has not passed any.

Treasury Secretary Janet Yellen informed Congress that the federal government would run out of borrowing authority next month. Without an agreement to either raise or suspend the debt ceiling, the Treasury will be unable to continue paying the nation’s bills and the federal government will have to default on many of its obligations, at least temporarily.
