NTEU is mourning the passing of Bobby Hooten, who had 40 years of service to the union, including as national executive vice president (NEVP) from 1984 to 1995.
“He cared deeply about NTEU, and we owe him a great deal,” said National President Tony Reardon. “He will be missed.”
Hooten was widely known as an unrelenting supporter of NTEU and a consummate professional.
With former National President Bob Tobias, NTEU grew in stature and had many accomplishments while Hooten served as NEVP, including:

A nationwide boycott of the W.R. Grace companies in response to the Grace Commission report blaming federal retirement for the cost of government

precedent-setting salary and benefit package with the Federal Deposit Insurance Corporation;

significant reforms to the Hatch Act giving our members a voice in the political process; and
-
expanded alternative work schedules at NTEU-represented agencies.
Prior to his tenure as NEVP, Hooten was elected national vice president from District 9 and served on the National Executive Board. He began his federal career and NTEU membership when he was hired as an IRS Revenue Officer. He served as a Revenue Officer for 30 years while also becoming president of Chapter 92 (IRS San Diego). He was a fierce advocate for IRS employees, serving on several national level bargaining teams. As NEVP, Hooten served as the chair for all national bargaining teams.
