National Executive Vice President Frank D. Ferris is the second highest elected official of the National Treasury Employees Union (NTEU), the nation’s largest independent federal sector union. He was initially elected to this position by delegates at the union’s 47th National Convention in August 1999 and is currently in his third term.
Ferris left federal employment after working for the IRS and Department of Labor and has been
associated with NTEU for more than 30 years, supervising the union’s negotiations, training and
cooperative efforts programs. As the Director of Negotiations, he served as the chief spokesperson
during numerous contract negotiations between NTEU and federal agencies and departments where
NTEU represents employees.
He holds a Masters Degree in Labor Studies from the University of Massachusetts and a Doctorate
from the University of Southern California. He has published more than 25 articles in the field of
labor relations, has published a book entitled Collective Bargaining Law For The Federal Sector, and
has taught conflict management and human resources courses at Johns Hopkins University, the
University of Missouri, and other university graduate degree programs.
