Charles Colby
Sergeant Charles Colby enlisted in the North Dakota Army National Guard – Company A, 164th Engineer Battalion – in Minot, N.D., in late 2000, serving as a combat engineer.

The one-time college basketball player was mobilized for active duty service in Operation Iraqi Freedom in August 2005. Colby reported to Iraq in November, where he was quickly thrown into action helping to clear improvised explosive devices. While in Iraq – Colby returned stateside in November 2006 – he served as a vehicle commander on a Buffalo RG-31, a special mine-clearing vehicle. His unit was credited with clearing almost 400 IEDs, saving hundreds, if not thousands, of lives.

Colby went to work for U.S. Customs and Border Protection in 2004 out of a similar sense of teamwork, duty and service to country. “I can’t put into words how proud I am to have served my country on two fronts during the current war on terror at home and abroad,” said Colby, an NTEU member since 2005. “I have been put into a unique position to serve and I think I have made the most of that opportunity.”

Service to others is second nature to Helen Day’s family, all of whom were raised to be of service to their country in some fashion.

Not only does Day have a brother, two nephews, a niece and an in-law all currently serving in the U.S. Army; but another brother, Charles, is a retired Army veteran. Day’s father served in the Army Air Corps during World War II.

“It was my father’s service that inspired by brothers to join the military,” she said. “It had a profound influence on them.”

Military service is just one way the Days have found to give back, in their own way, to their community and their country. In addition to her family’s military service, Helen Day works for the IRS as an Internal Revenue Agent. (She joined NTEU in 1996.) Other immediate family members include a Franciscan priest, a school teacher and a nurse.

“There are so many ways of serving your country,” Day said, adding that one of her daughters has applied to join the Peace Corps. “Our family’s dedication to service comes from our background of wanting to be of use to the world around us and feeling an obligation to do so.”

While the work she does as a revenue agent collects the funds that support the military financially as it carries out its global obligations, Day said that often her service feels small compared to the brave sacrifices made by those who wear, and have worn, the uniform of the United States military.

“As Americans, we need to be constantly aware of the sacrifices being made by those who carry out our will in the world,” she said. “I only wish that the rest of us would be asked to do more.”

Lawrence M. Kagan
A Sergeant Major in the U.S. Army Reserve, Lawrence Kagan, 49, said he first enlisted into the military almost 30 years ago for three reasons only – duty, honor and country. Those reasons have kept the IRS Revenue Officer engaged in military service ever since.

“I am proud of my service and what I’ve done,” he said. “I would do it all over again in an instant.”

Though Kagan has traveled all over the Middle East and even to the Horn of Africa in recent years as a senior enlisted intelligence advisor at the Defense Intelligence Agency (DIA) in Washington, D.C., his work keeps bringing him home to his IRS roots.

Between tracking down the assets and financial transactions of suspected terrorists for the DIA and matching up the financial assets to the individual taxpayer as a revenue officer at the IRS, Kagan says his correlating job duties sometimes make his life a whole lot easier. “The same principles I use at the DIA, I use to do my job at the IRS,” he said. “It’s hard, even for me, to tell the difference sometimes.”

After returning from a year-long tour of duty in Iraq late last year, Kagan said he is grateful to have such a great federal career, both in and out of the military.

He also is grateful for all the support he received from Chapter 10 (IRS Chicago) while he was away. (Members sent letters and care packages full of food and toys for Iraqi children.)

“The members there are so supportive of what I do,” Kagan said. “Joining (NTEU) was the right thing to do.”
